Generally, as the users above said, if @OP asks you to send money first, register on an unknown platform, or send personal data, he is a scammer, regardless of story or the amount of the discount he will give you.
Awful way to promote your trash signature which no one going to use anyway....

The guy offers coins stuck in scam website.
Or the website is own by OP and trying to trick people to scam LOL. This is very possible & with such scam trick, I have seen few cases where scammer himself pretend to be the victim.
Be aware, anyone. Don't fall into his scam trick.

This is a "typical" strategy for scamming more when the victim wants to withdraw his hypothetical earnings/profits from the scam site.
In this case, I don't know if the OP is a victim or the admin of this crap but for sure don't care to pass his loss to others and get paid. Anyway, now nobody will fall into his hole. Cool

The guy offers coins stuck in scam website.
Shows screenshot that they requesting 0.01btc fee from him to move the coins off his account to anywhere outside the website, but they allow him to transfer them to wallet that's in the site.
So if he offers you to transfer you the coins in to wallet in that account and push you to register there to receive the coins, that's a scam.
