You should give him the tx id. Thats your reference for your transactions. If he doesn't respond then i consider it a scam.
Should check also the address of the seller. Maybe you just entered wrong address. You should check it before you transfer the funds to avoid loses.
If he is a member here. You should report it. https://bitcointalk.org/index.php?board=83.0
Make sure your format is correct https://bitcointalk.org/index.php?board=83.0
Make sure also you have the evidence. I think tx id is not enough. You should gather more evidence like your convo with this seller.

Can you provide the txn link of the bitcoin you sent to prove that it was sent to the right address? Can you tell us who that other party you dealt with? We can't help you with the current details you've posted. Honestly, it sounds like a scam already when you said that the seller is not responding on your messages.

Hi,

I sent bitcoins to a seller and they are saying they did not receive the bitcoins. It says in my wallet that the coins were sent. I have contacted the seller on numerous occasions but they are not replying. I hope this is not a scam. All my other transactions have been smooth with electrum thus far. Any help would be great.

Regards,

What is your address?  What address were you sending to?  How much were you sending?  What site are you dealing with?  You should have a transaction ID if the coins really did get sent, provide the above and we can help you out.
