They act as counter party at least that is my suspicion.

Since the flash crash goxing seems to be only thing they do right!

Watch the charts - it's like a flatline

I wonder if this is why we see the pulsed spikes.  Usually an increase in price from a "big" order would take some finite amount of time to relax, but instead "someone" jumps in and buy and sells at the price before the spike.  If the matching is out of whack or orders are placed st slightly wrong times then this could lead to the spikes.
