What self-respecting country would implement such a scheme? Even more to the point - who would oversee it and how would they be able to force a country to use it?
Me growing wings to fly and spitting diamonds is more likely than the OP's 'mandate'.

I’m guessing OP is a big believer in gun control as well. Unfortunately, no country is innocent when it comes to following the rules all the time. I don’t think anyone would be foolish enough to believe such a thing would work. Not to mention if everyone used it, then who would fire the first missile? Maybe everyone should just agree to be peaceful and follow the rules instead.

This is a decentralized application that will add a condition prior to all missile launches. This condition is that the missile cannot fire unless another missile launch is detected. Nobody will be able fire missiles at another unless they are fired upon first.

If all missile systems had this, nobody would be able to use missiles against anyone.

Whoever can get this implemented deserves the Nobel Peace Prize.

what you do not realise is that countries CANNOT detect missiles

if they could detect something as small as a 2 passenger plane or a miilitary drone then there would never be any news of 'missing 747'

the only reason a 747 appears at airport tower control rooms is because the plane itself is transmitting its own beacon(transponder).. those wanting to launch a missile will not put a beacon into its own missile to be detected.. so no way to detect it when launching or in original country

radar can when a missile is within a certain range detect smaller options. but if china was to fire on say america, by the time america picks up the radar of an incoming missile.... its too late

So what you're telling me is that you think that there should be a decentralized system to warfare? You truly think that governments around the world are going to think that this is something that is smart and something that they've want to sign right up for? No fucking way.

Governments want to be in control of their arms, not leaving it in control of an AI.

I also don't know how it could be established in what defining 'fired a missile' is. What if there is a misfire, or if something is under maintenance, or if people make missiles in secret. Too many variables for something that will never happen anyway.
True, but at least talking about the possibility would be good start. Perhaps the final solution could satisfy most arguments for and against.
