Is this the reason that the Map of Real World Shops has been broken for months?  No one wants to pay to fix it?

I realized i wasn't allowed to edit the wiki anymore when i noticed a typo, but i'm not gonna pay to fix other people's typos... :\

When it started I believe the anti-spam amount was more like $0.10.  Given a spammers costs (and benefit) are likely denominated in USD (or some other non BTC) currency it likely would make sense for the anti-spam algorithm to pull a weighted average price and request the BTC equivalent of $0.10.

My account at https://en.bitcoin.it/wiki/ was created long before the paid anti-spam system was put in place, i could swear old accounts like mine that were in good standing had been grandfathered, but it seems it isn't...am i remembering things wrong or was there a decision to ungrandfather old accounts?

There's no grandfathering that I know of.

The payment for anti-spam protection by BitcoinPayment is 0.01 BTC, an amount now worth over a $1 which is higher than necessary to simply prevent wikispam.
