My suggestion would be to reinstall the latest Electrum wallet from https://electrum.org/#download and then import your seed phrases into the wallet. Since OP said that on blockchain the transaction is confirmed so there should be no problem in accessing the funds provided the Electrum wallet connects to the node.
His problem can be as simple as a temporary connection issue to the server his Electrum wallet was connected to. This can happen regardless of Electrum version, so he doesn't need the newest one to connect to a different server. I agree that it's a good idea to use the newest version, but that wouldn't fix the problem OP is facing, unless he ran into some issues while installing the software.

4. The bottom corner shows "not connected yet."

here's your problem Wink (in all likeliness)
If you click on the bottom corner, you *should* be able to pick a node manually (eventough the automatic selection *should* work). If this does not work odds are you have a network problem in your internal network setup (well, problem is a big word, your network can work as designed if it's designed not to allow connections to electrum nodes)...

Usually, the electrum wallet will automatically connect to the node as OP just installed a new wallet and I suppose he hasn't experimented with its settings. Also i think he is using binance on the same system therefore there should be no issue with the internet too.

2. I would appreciate it if you could tell me how to verify the signature.
To add to what mocacinno already said. Signature verification is something you should do after downloading all the necessary files for it and before you install the software on your system. It's a security step meant to verify that the software has been created and signed by the rightful developers. That's how you know that you have downloaded a genuine Electrum wallet. Since you are already using the wallet, you can only hope it's a legit one and that you weren't tricked by a phishing site.

You can always try tor if you cannot modify your internal network setup

As for your other question (how to verify electrum's signature), there's a cool guide in a pinned topic:

Your question is solved in the "Download and Verify Electrum" topics

Just to offer your some piece of mind... AFAIK, odds are very big the only problem is that your electrum client is not connected... As soon as you fix this issue, everything should work normally, if it's just a network problem, your funds are probably not at risk.

1. I downloaded Electrum from the official Electrum website.
2. I would appreciate it if you could tell me how to verify the signature.
3. The address entered in the transaction matches the Electrum receive address.
4. The bottom corner shows "not connected yet."
5. The "completed" status was shown on Binance.
6. I verified the transaction on blockchain.com.

Which wallet is your personal wallet because any wallet would have shown the balance even those that requires 6 confirmations, since you sent this transaction there have been more than 20 blocks confirmed if yours got in early then it should have been in the wallet.

Two things might be the problem of it not showing
1. Is the transaction was sent to the wrong wallet address so you will need to recheck if it was the right address you were expecting that it was sent.

2. The receiving address wallet might have not sync completely as such you will need it to sync completely of its a wallet you don’t use regularly

I transferred Bitcoin to my personal wallet at 3:10, and the status shows as "Completed," but it’s not showing up in my personal wallet.

A couple of questions:
  • Where did you download electrum (i guess you're using electrum since you're posting in the electrum subforum)
  • Did you verify the electrum installer (checked the signature)
  • Did you doublecheck the address, made sure you're not infected with clipboard hijacking malware
  • Is electrum connected properly (is there a green button in the bottom corner)
  • Where do you see this "completed". Did you request a withdrawal from a web service??? Which one???
  • Did you use a public block explorer to verify the transaction? Blockchair, blockstream,...
?
