Once you have all of that contact one of the devs who shit out shitcoins. Tolkien might be a good bet, he's known for pumping out shitcoin after shitcoin after shitcoin. Gotta make sure it's someone who indiscriminately releases tons of coins, can't let their values or pride or morals get in the way like a single coin developer would.

i can help but i want my idea to be integrated in your project, i want a coin that have the diff block reward based on the volume of the exchange, so if the volume is high the block reard increase if the volume is low it decrease, this make miners dump less on the exchange and make buyers happy

Just go to the correct section such as project development and search someone be able to create a new coin, but do you have an experience in crypto before? But i will suggest you if you wan to try make an asset for the private usage and just try to create your own asset on the exist blockchain. I may think if you have basic knowledge and it will be very easy for you.

What ever you do, hire someone to watch/audit the developer you hire, then hire someone else to watch the person paid to watch the developer.

Yeah you need many people for work for developent audit campaign etc. Really cause you a big amount of money in creating a cryptocurrency coins so better to think and careful on your move or you might get nothing from your project. Maxcoin comes to mind lol.
