But I think I've seen the same post over and over again and there's someone accused that this kind of deal was likely to be a scam. I can't tell how it exactly to be a scam but if OP is totally in need to buy bitcoins, the methods have been given through different platforms.
I'll avoid any transaction in meetups if there's a bitcoin relation unless it's just all about talks.

i am currently based in Hong Kong, i want to buy bitcoins using cash so we can meet up in any public place and i will give you cash and you will give the the respective coins. i can either come to you or you come to me, or we can just simply meet at a Starbucks of our convenience.
Just some friendly advice if you looking to meet in a coffee shop. Make sure you bring some hired goons (you read that right) with you nearby because there have been robbery incidents in view of such exchanges and thus they are considered less secure.This is of course disregarding the virus outbreak, depending on how badly the lockdown is in your country and how you all are handling it. Not sure if you are actually following the news since you asked for an exchange here anyway.
And I would always suggest online P2P trades as superior to F2F because of the security and lack of physical meeting.

The entire city was declared by their government lockdown of public showers leaves Hong Kong and this is the recent update I have heard, Hong Kong reports 48 confirmed Covid-19 cases, biggest increase for single day. Do you think people there will go outside and risk their life that possibly might be infected?
Follow what suggestion @GreatArkansasabove of my post, as of now, buying online is the best way. Or find ATM machines near your place if you don't want to pass KYC in buying LocalBitcoin. Pandemic is not a joke it's better not to abide by what the law implemented. Stay at home and be safe.

There does exist several ways to buy bitcoin in Hong Kong. Major exchanges don't have restrictions for Hong Kong based users. I can mention CoinMama, binance... I remember reading that also Coinbase exchange provide services to Hong Kong.
What i want to say is that you can use other methods, not necesseraly face to face using cash. Some other exchanges also offer you the possibility to buy btc using gift cads.
Even bitcoin hasn't yet a legal status in Hong Kong, i have found a long list of available ATMs in Hong Kong:
