I figured that you are a newbie, the best way for newbies to launch a website is to learn WordPress its not really that hard but it will take weeks to a few months to learn it if you are really that serious to become a webmaster and you have a passion for it then try WordPress you can learn WordPress here.

Easy route: Hire someone to create the "web project" for you and pay him.

Hard route: Learn web development by studying computer science in uni or simply youtube if are determined enough and finally create the web project yourself.
