You can actually go look at the bitcoin wiki, and learn to create sites on your own. I doubt, someone would create a guide, specially because of the competition you might pose to the existing casinos and sites.

The budget is really low. You will have to be open to sharing the idea with trusted developers and also be ready to be turned down by some of them. If you want make a gambling site at least BTC 1

It may well be better to learn your own PHP programming skills from scratch and go that route and learn how all the back end BTC stuff works, then get use that money to pay for a year's web hosting and see how it goes, that's what I'd do, just depends on how determined you are to make some money, a gambling site would probably be pretty easy to set up compared to an exchange and so on but I don't really know enough about PHP programming to say.
