It is not disabled in the forum rather it is only prohibited for newbie ranks (-posting images). Ex. of ANN thread which have gif

Due to the restriction, the animated graphics that you'll make will be useless as soon as you're the one who posted it.
As a solution,
1. You can create the graphics and have someone with higher rank to post it for you.
2. Be active and wait to become a jr member before offering management service.
