Possible identity theft or collateral scam.
Do not approach the user. You are unlikely to receive a loan and would be better off consulting anyone else in your near circles or someone else on-forum.
Do not email them recklessly.

I would suggest people not to fall this. Only give collateral to a trusted escrow here on this forum and do not do business outside of the forum just like that otherwise you will have a high chance of getting scammed.
