Not if "mining" involves nodes that find proof that you relayed I2P packets correctly for them crediting you coins, for example...

Is it possible to design a coin that can only be mined and the coin's network could only be accessible under the very slow bandwidth, encrypted, anonymous network of I2P? Pools would be through eepsites, I suppose?
Not with opensource. I can always modify code to mine on clearnet.
