In short you can't. Too much fraud going on through stolen cards/paypal. Noone will risk selling bitcoins through paypal that is sane.
In past there was attempts like this, but this guys/companies are out of business for "some" reason Wink

There is a good Turkish exchange called sistemkoin but of course they require KYC. As a Muslim country perhaps there are stricter rules to follow, just hope that one day you will have access to a bitcoin ATM for anonymous purchasing

There's no way other than asking other coin holders to sell you coins for Paypal. You're likely going to get tagged as a scammer though, since you're not trusted, so I wouldn't suggest it.

You may want to consider something like Localbitcoins instead. They don't really ask for identification unless you're trading large amounts.

Hey it's really difficult to find buyers accepting PayPal for cryptos, as these kind of trades are notarious for fraudulent chargeback. I don't think here anyone will be keen to accept such a deal, however you can post in the currency exchange and see if someone is willing to take a risk, alternatively you can go to local bitcoins and search for a buyer those are the simplest options for you.

To my knowledge, there is still nowhere coins can be purchased using Paypal, especially with not using ID verification. Currently, there are Paypal that can be used in the ICO, but all ICOs must use ID verification.

do you want to buy bitcoin with paypal? My opinion is that you should buy bitcoin on an official website that provides bitcoin buying and selling. because what if you buy bitcoin through a bitcon member is very vulnerable to fraudsters

Do not trust the government

I don't think anyone will accept paypal as payment and they definitely shouldn't.
Paypal has high chargeback risk, it is very easy to reverse the payment on PayPal.
