Crowdfunding a city using blockchain is a very interesting idea. It takes a while to wrap my head around how it might work and why it would be worth investing. More details in the whitepaper is needed.
For example, I wouldn't imagine that the construction of utility systems would have much financial return.
Also, $10 million worth of assets in a city does not seem like much.

I do think that Russia is currently a decent place to live though. Society and government seem to be less contaminated by feminism and political correctness.

About profitability, if we understand you correctly, when building utility systems - now this is mainly done by private investors, and the cost of the land plot, after constructing utility systems on it, increases, on average, by 2 times.
We agree with you that the value of our assets, while mostly in the form of land, looks undervalued. It will grow during the implementation of the project. For example, in the city of Lipetsk, which is 15 km from our territory, it is larger by an order of magnitude.

3 options:

1st
In a year’s time, we are ready to perform a stage-by-stage buy-out of our coin and pay the accrued dividends (see Table 3 - WP) for the first year in the TOP-10 crypto-currencies at that time. The payments will be made at the requisites you specified, or will be transferred to your original wallet.

2nd
By selling our coin on the stock exchange (immediately after the ICO, we plan to begin work on the placement of our crypto-coin on the stock exchanges, according to preliminary agreements)

3rd
When you sell a land plot exchanged for your tokens with a discount of up to 20% (see Table 2 - WP)

P.S. The market for land sale in Russia is currently fairly transparent and civilized and this operation is easily carried out remotely, with the submission of an announcement of the sale, the registration of the transaction and the receipt of money.
