Even if the ICOs themselves accept fiat as a mode of payment for their crowd sale it is still not scam free, it is just a remainder that as long as people who do such project have the intention to scam you even if you do have the most secure method of payment if you and you alone makes a reason for them to scam you then they will get your money because of carelessness.

We all know fiat can be controlled by the goverments. On the other hand there are many scam ICOs. So, is it true that investing in ICOs that accept fiat is more secure? At least they are not scam.

I don't think so. How to make sure that paypal is genuine? The bank accounts are aslo stolen, then no way to claim this paypal is real. Investment always has the risk. So you have to carefully check it before investing.

I remember an ico accepting fiat via paypal like couple of months ago, and i think it showed their confidence and passion towards the project and also a confidence booster for investors because they can be sure that it is not a scam because when you pay via paypal you can ask for payback/refund if the project does nit perform as expected, and to be honest this project has actually lived upto the expections by providing decent returns in first 2 months of operations, it is called countinghouse fund and its token are cht available at forkdelta and latoken exchanges.
