Yes, the exchange will still be making money but I am afraid small traders will avoid such exchanges as there will be proposed limitations on the withdrawal as suggested. Seems the concept targets only the big fishes.

fee per exchange transaction makes probably more than a monthly subscription.

Altough I do also think there would be people who be interested in these kind of alternatives.

Nowaays number of exchanges is so huge and rises const.. So, according to basement of economics the fees end commissions will be reduced via competition .   I think proposed idea looks rather complicate for potential users. But if you will create more detailed, specific and completed solution it might get some market share.

Instead, they took a percentage out when you withdrew from the exchange.

The higher the percentage, the more trades per second or trades per month you would be allowed.

Could such an exchange make money?

I think it is unreasonable, the charges for the current transactions are quite good, we can accept and use it as before, the change can cause inconvenience for everyone .
