Won't the other one be an accomplice as well? In that case, neither of them is innocent.
However, it could be an interesting paradox.
It could be that only one twin controls arms and legs.

I heard that as one of those lateral thinking puzzles, some time ago. It was something like, the judge would not send a woman to jail even though it was an obvious case, and the reason was because it would jail her sister as well.

Here is a funny idea I came up with. One of conjoined twins becomes an assassin for bitcoins. The assassin can never be sent to prison or executed, because it would mean also killing or imprisoning an innocent person. The profits can never be confiscated, because they are paid in bitcoins. Cheesy
