You are right in the sense that almost every altcoin will be pumped at anytime, it's like a cycle and some coins gets pumped more than once within this cycle.
Your proposed method would work, but you'd need to have a lot of funds to buy a lot of shitcoins at a decent starting investment. And you can't deny the high level of risk and the fact that the coin might not get pumped for years or never at all. Unlike those top coins that could actually give a sure profit.
Your examples LTC and Monero are actually two of them. There are huge amounts of investments in these coins, you think those whales would let their investments go to waste, no, these coins will be pumped or at least have a steady growth.
