Under US law, you're not obligated to report a damn thing, and have the right to perform your best Sergeant Schultz impression if anyone asks.

In other words, you know what Pirate did with the dough, huh?

No, but if I had a website up and was able to track IP addresses of the bank robber, thus possibly nabbing him before he gets away, and everybody knew that I could aid in finding the bank robber, wouldn't it be to the best interest of those who got robbed to provide said IP address to the proper authorities, regardless whom the proper authorities may be? I'm just saying!

Thank you very much goodlord  Angry
Today is now a two nicotine patch day.

It's probably written somewhere but never enacted unless it somehow ties you to it, like them hiding it in your home.
How does it work in regards to national security, sure you've got good reason to report anything sus, but are you obliged by law?

I'd fight Gandhi.
The question is: who are the proper authorities?
The authorities that enforce US law. (i.e. Law Enforcement / Police)

Yes, but are they proper?
It depends on what your definition of the word "proper" is.
