Hi, okay, i am willing to pay $400, that’s fine. What do i need to do?
Pushtx.com (which I've never used by myself so I can't vouch for it) charges $20027.96 $10013.99 to accelerate your transaction.

It looks like it's from an "Exchange" or a "custodial service"
If this is true: @BitcoinThousandairCat: have you contacted them? They're the ones who can increase the fee on the transaction (by using CPFP).

At this point, I would be tempted just to wait. The difficulty significantly dropped yesterday as expected, despite hashrate continuing to increase, thanks to the previous drop in hashrate two weeks ago. If you look at https://jochen-hoenicke.de/queue/#BTC,24h,weight, you can actually pinpoint exactly where the difficulty dropped, as the mempool starts to rapidly clear. The mempool has decreased by 30 vMB in 12 hours. If this continues without any major changes, then we could be back down to the 2 sat/vbyte level within the week. You've already waited 19 days - what's a few days more for the sake of saving several hundred dollars?

At the very least, if you wait for the mempool to clear a bit more than the fee you need to pay for acceleration will be cheaper.

You can contact a pool operator with good trust rating from this board: Bitcoin > Mining > Pools
Ask them if they are willing to include your transaction to the next block that they will mine.

You can also try paid accelerator services like ViaBTC (not the free button) and check how much they'll charge you.
But I guess that it'll be an absurd price because of the transaction's size.

Take note that the statement yesterday about the fee was based on yesterday's mempool size, it's a bit lower today.

It looks like it's from an "Exchange" or a "custodial service" because the inputs' addresses belong to a wallet with huge number of addresses: walletexplorer [00008a0348]: 3EGmX5nsX2NXENgPcsN41AZrSVWjLZyjVV
And another problem: the 0.08000000 BTC value output also looks like from another custodial service: walletexplorer [00000240db]: 38RoP5wieQNjmijqW7YZUfxz3tFoJuzEzj
Thus there's nothing you can do unless you're the owner of either service.

And lastly, only a solo miner / pool operator can get your transaction confirmed but a $100 payment is currently lower than what they can get by normally including transactions at the tip of their mempool: txns with same size but with higher fee rates.

I would suggest that in future you use RBF replace-by-fee option, so you should be able to change and increase fee much easier, and Electrum wallet have that option enabled by default.
Fees are currently around 11 sat/vByte and you can follow that in my BTC Mempool Fees Extension/add-on for Firefox/Chrome browser before sending any coins in future.
Along with ViaBTC I also tried with pushtx.btc.com but estimated price (can be paid in other coins) is very high :/

Fees dropped as low as 10 sat/byte in the past hours, and I expect it to go a bit lower tomorrow (as most Sundays).
Probably. $100 is still quite little even with 10sat/byte.

ViaBTC's paid transaction accelerator doesn't even recognize the transaction, and other mempools have likely dropped it too. If you made this transaction from your own wallet, you may be able to remove it and just create a new transaction with a higher fee.
ViaBTC requires at least 10sat/byte.

Depends actually. Some wallet do not remove or give their user an option to remove the transaction even when it gets dropped from most node's mempool. Could be a problem if this is the case.

At 20sat/vbyte, you'll be looking to pay at least $300-$400 in fees.

If you are receiving this many transactions then you should think about using a different address type instead of legacy multi-sig (except the 3 P2SH-P2WSH ones). Use the native SegWit address types.
For example in the case of this transaction with a virtual size of 25,236 (2.2 sat/vbyte) if you used P2WSH addresses your transaction's virtual size would have decreased to 9,132 which would have increased the fee rate (same fee amount) to 6 satoshi/vbyte. That's about 3x increase in fee rate by paying the same exact fee (0.00055578BTC).
This would have been even smaller if you were using P2WPKH addresses.

If this is from a custodial wallet that you don't control then you should contact them and demand higher fee instead.
Otherwise your only option is to pay a lot of money (more than you would have paid in fees) to a mining pool (assuming you don't get scammed) to mine this. Or create an additional transaction known as CPFP and pay the fee for that one + the missing fee from this transaction to get it mined automatically without needing to contact a miner or risk getting scammed.

At 20sat/vbyte, you'll be looking to pay at least $300-$400 in fees. If anyone is willing to confirm it for less than that, they're likely trying to scam you.

What wallet did you use for this? You can probably attempt to make another transaction which spends a higher fee if it gets dropped.
