Since your country do not have any thing against gambling why not just start you business there and nurture it till it expands and probably cut across countries to.
But still you can look into Asia it becoming a hot cake
Before he can build his gambling casino, he needs to ask with the local authority on how he can do that, so he doesn't have to break any law or get trouble in the future.
He should know what he needs to prepare before he can start his own gambling place.
I think it's not as simple as he can imagine building the real casino in his country because that will be related to the law on his country.
Maybe he needs to visit the Asia country, especially in Hongkong, Macao or another Asia country so he can contact the local person who can help him to build his casino.
But it will be good if he can build the casino on the internet because I think that will cross the border on each country so he can invite many more gamblers to come to his site.
I think that will be less investment money that he should prepare than to build on the offline gambling.

I would also recommend Philippines because they have are very open to accepting offshore gambling business with their POGO.
The Philippines needs money to improve their country so as long as an applicant will be able to qualified with the requirements, they can operate without a problem in the Philippines, currently it's the chinese gambling operators who are dominating the POGO, it's good to see other race to start their business as well.

I have search for the rules and regulation, you can check and verify this if it's really coming from PAGCOR who are regulating POGO.
http://www.pagcor.ph/regulatory/pdf/offshore/Offshore-Rules-and-Regulation.pdf

About the requirements, from your link, section 4b.2 and 4e:

KYC would have to be mandatory, to ensure players aren't Filipinos or aren't playing from the Philippines, or aren't under 21, and that players aren't from countries which prohibit its people from gambling online.

Also, tons of fees and taxes too which don't seem to be low to me, seems pricey compared to the Curacao gambling license.

If it is an offline setting, there is no restriction in the country you are staying, then it can be a good location to set up your gambling business. However, it's best you register it and get the right license if there is anyone being provided in your country.
But if you intend setting up an online gambling business, which I think will be more profitable than the offline, then it can be run anywhere. Just make sure you also get a licence for it.

But now they have issue about POGO and they have chance to our country to limit the creation or building of gambling but it is only I think and Im not sure with that. But I think my country ia still safe to start business in gambling and the government not talking about banning or anything. But if he started here they need to check the rules first.

Those issues are irrelevant, China is urging the Philippines to stop the POGO which is impossible to happen.
Do you think Philippines would say no to the taxes they are getting from this POGO operation, if I'm the President, I would continue to accept applicants and let this grow. Some related news for people to have an idea on how big the POGO operation in the Philippines.

There are countries who are active with online gambling. I searched for best countries and US, Australia, UK, Canada, and Singapore are one of the best countries to start a gambling business. You can try reading the article

You might have to check each country's regulation but IMHO your best bet would be an Asian country like Philippines or Thailand which already have an offshore gambling industry since they already have clear guidelines about online gambling and likely already have provisions for sites that would be registered under their name but maintained from outside.
I am from the Philippines and I haven't seen a website that is registered here in the Philippines and has been granted a license to operate an online casino that accepts cryptocurrency. I don't think the Philippine Government will allow such thing as this will not employ a lot of people unlike POGOs (Philippine Offshore Gaming Operations), they will employ a lot of people, rent space and look for legal services which means revenue to the government. If I we're OP I will go to where most online casino go and get a license.

But didn't they stop giving out new licenses because of all the issues brought by Chinese gamblers plus the criminals preying on them. I also don't think these POGOs really employ natives, the Chinese bring Chinese wherever they go.

Well OP probably have to settle with the usual Western countries, which pioneered these online gambling in the first place. I think one reason he's looking for alternatives is to save a few dollars. I don't really know any country though that allows you to register your gambling site if you're not residing in said country.

I do not understand this licensing thing.
A crypto based online casino or sportsbook should be free from licensing and all those centralized powers. We already have a community and it can starts from here. I have seen several gambling sites without a real license but established now. As long as you are providing good service and abide by community commonsense then a crypto based gambling site should be fine.

However as DS said, you can talk to some local lawyers or with any law firm online who has good reputation but never listen to user game-protect in here.

Oh no, no one will leave you on your own. Being a crypto based doesn't mean you deserve full freedom, with that logic bitcoin exchanges and atc all of them must be free from centralized powers and be able to run without licenses online, backed by trustworthy from community.
OP I think poor countries will be good idea for you. Usually they are open to cryptocurrencies and investments, you get cheap rentals, cheap workers and in overall they will be cost effective for your business. You need some people who will work for your online casino and since you are looking for country to operate from (or only license?), then it's a good opportunity.

Guys, which is the best country, friendly to gambling, that is the best choice?
I live in a country where there's no regulation of online gambling with cryptos, but it's not good to risk

So anyone here have some knowledge about this? Is it hard to start a business without have to go to this country?

It's not a regular casino website as we have nowadays...

If i were you, and I was searching for a country to set up my company I would definitely choose Malta.
Especially, if you plan to make it a crypto company I would totally recommend it to you. Malta is a cryptocurrency paradise right now and they offer low tax rates to start ups.

Of course in a country where its safe and no hate about gambling. To assure everything will be fine . So make a search and don't ever start a business if you have no specific information about the country. Must look forward always on some sort of rules wherein related to gambling because it's very risky now to put money everywhere especially through  gambling because most of the government regulate different rules which not suitable for all ppl who wants to build business with it.. So be aware.
Op needs to find a country who are friendly to the gambling because if the governmentare against to the gambling that is a big problem because maybe they ban gambling to their country is big chance. He needs to take a risk in creating gambling to the country he choose and know the possible consequences.  This needs also a lot of research so gambling of Op will be successful operate.

To be honest I am also familiar gambling licence when it's going to operate by crypto-currency. Since crypto-currency itself is anonymous and decentralized then why should be there centralized licence. And that licence for what actually. If someone wonder to accept fiat then its appropriate get a license from local government. Because government could prevent accepting fiat or they might make trouble.

However, we are not familiar with your jurisdiction from where are you like to operate your gambling site. As Darkstar said, you should contact a lawyer, so that he could help you about all the legal documents.

In my opinion and based on what I’ve heard and seen on the news, HongKong is one of the most well known country who are into gambling and do have lots of casinos too. But as most say, it would be best to ask someone with higher authority to know what are the pros and cons of operating a gambling business outside your country. But if its just an online gambling business, do some research too and ask around.

If I will pick a country I will go for Hongkong also, they are an open country and it's great to move there because it is one of our premier business hubs, but if you want to start a small gambling site and your government is not restricting you, then you should have no problem in setting up one.

Hongkong could be a good choice as we know that many gamblers come to those places. They can gamble without worry, and we can choose any casino. I think if he chooses to build a gambling site, he needs a license first so there will be no problem for him. Asian country will be a good option if he doesn't want to open the casino in the other country.

My country before are friendly in gambling but now they have issud and it is very risky for the investors to start business and choose my country which is the Philippines. I believe they have some country who are not risk to put yout money start gambling but make sure the government accept gambling through online even the traditional gambling because government is your no. 1 enemy for this.
And to day they've been preventing casino or any type of gambling g in out country that's why it is not good to put gambling business here in the Philippines. I think you need to put gambling business online since a lot of us here is consuming our time in social media why you put gambling business through social media.

on each country there will always be gambling that will remain legal  . its legal if you are agree on the government terms and rules but it will only become illegal if your against them  . there are also games that are permanently ilegal  and should not be ever presented on a gambling place   . setting a gambling business online and can be less hassel but setting a gambling on social medias are i think against thier rules  . i have never seen one though but there are only some casino games that are free or dont involve real money .

For me, it depends on the gambling business that you want its either crypto gambling or casino. Also, like other business, you need to do your statistical analysis if its good or bad, and there are so many factors to consider if you want a regular casino. I think this link will help with a regular casino.

Well, If your planning of making a gambling site that is crypto-related I guess you would need to find a country that is mostly gambling-friendly and Bitcoin-friendly one! and I have made a list of countries that have the same attribute countries that have the most people that are gambling and countries that let bitcoin roam and be legal.

1] Australia - This country is pretty well known to cater to many gamblers and allows online wagering on sports and this country is considering Bitcoin as a unique currency and allows people to trade, mine, or buy it.

2] Canada - Popular gambling form in this country are Lottery and Scratch and win and over 75% of Canadian Adults are consider involving in one form of gambling, Bitcoin is considered as a commodity by CRA or Canada Revenue Agency and there are many laws involved with cryptocurrency and needs to considering registering their business-related with Bitcoin.

3] The United States - Although gambling is considered legal under U.S. federal law and significantly there are restrictions pertaining to online gambling I think they allow to regulate the practice within its borders only, Well they are legalizing some but there are still prohibition with some form of gambling mostly online, the USA is pretty positive towards Bitcoin so there is no problem within that range.

I guess it is still your call if what country you would like and research more on that given list.
The first 2 countries have high percentage of gambling population but we also need to consider the countries population. A field expert in gambling research, Mark Griffith tip UK to have leading number in Gambling in a higher populated country compared to the 2 countries, with younger population that can give sustainability to the idea. Also the population crytocurrency enthusiast is increasing with better adoption. We have seen even in football how obsessives the UK population can be with gambling

Bitcoin FTW!
You'll want to be aware of countries that you might want to disallow playing your games as well; there's likely a lot of regulation involved in online gambling in the United States, so many online crypto casinos block registrations or even site visits from American IP addresses, though I know many people just opt to use a VPN to circumvent this and gamble anyways. There's many other territories like Australia and the U.K. that are blocked by sites like Crypto-Games and others as well, and if you'd like to get an idea of this, just view various sites' terms of services and you should get an idea of which places to prohibit.

Most countries have strict laws on hosting online gambling sites. So like others said, you better get a lawyer before you do anything illegal.

Well, I agree. Asking a lawyer and hired one of them is a good move when having a business like this. We don't know regarding the law in our country if we got mistake we are might in jail. I agree on online gambling, you don't need to build a very wide building for a casino, in online less stress and risk. Indeed, Macau Hongkong is the best place for gambling, they are one of the big casinos in the world.

your country is already good because there is no regulation  and i think that means its not strict.  alot of people dont like regulation or being regulated but they love more of a decentralized .  but most big gambling sites that i see are always regulated. .

i think being regulated can also make you more trusted or legit.   starting a business to other country is hard and its costy so i wont recomend it. . if you find gambling business hard  then skip it and find other business that is more apropriate on your place.

There's no regulation here, but I can't open an online business here in gambling, so it's impossible
I really need something like a open country to obtain a license and open my company, and I will operate from another country, maybe I'll have to go to this country to open my business, and them I can operate froim distance, this is what I'm talking about

Online I can achieve the entire world

For that you need to tell where you are from or like others said you need to contact a legal advisor for proper documentation related to open an online gambling site with crypto.

I'm from Brazil, it's not legal here to play in physical places, but there's no regulation of online gambling
So it means online gambling also prohibited in your country so if you want to start your online gambling site then you might be moved to the another country where it is supported and you still not make Brazilian people to play in your site.

It is better to hear those who suggest you to get some license first before putting up a gambling business. There's still an issue in our country about illegal gambling , also heard recently about our government's planning to banned crypto gambling. However, it is hard to put up a business in a particular country if you did not stay there for a quite some time.
That is right because they have the experience to build a gambling website.
Maybe they can advise us on how to build the gambling website so we can make a plan or strategy on what we want.
Although it is not easy, if we have a plan to build the gambling website, I thought can know step by step of making a gambling site from the beginning.
The country permission will depend on where the gambling place we want to build and I think we need to ask with the local government.
I think they will permit us if we can tell them about our plan, especially if we can obey their rule.
But we need to search for more information related to the gambling website, so we don't have a problem in the future.
And we can run the website and attract more member to come to our site.

so in my view the Curacao license it is just so that people feel more confident when using these gambling sites, something like HYIP/Ponzi sites when they say that have a UK license.

But I may be wrong in my thinking
AFAIK, UK is the best country for HYIP companies
Malta is the best country for the legality of cryptocurrency exchange
Cyprus is the best country for brokers (forex, stocks, commodities, and others)
Curacao is the best country for gambling licenses

CMIIW

Most crypto operators get a Curaco license. It's pretty much meaningless and I believe you pretty much just have to pay money to get it, but it does show that Curaco is pretty friendly towards crypto websites or at least does not consider them as illegal. A lot of the larger crypto gambling sites also run unlicensed.

I'd recommend talking to a lawyer before starting a gambling business as they should know a lot more than people on this forum.
AFAIK, Bustadice has obtained a Curacao Gaming License.

Just to show that you have the legal operations to operate gambling business, at least get a Curacao license. It is like a minimum legality that you can acquire to say you are a credible online casino site.

you want to get into the gambling business, some have suggested Curacao like most of those already in that gambling business have done. the main point is:

- The license that many people who are in the gambling business get in Curacao serves for what?

Does the license obtained in Curacao allow people from Brazil, USA, my country and so many other countries to play and have no problems with governments? I think not!

You did not mention what country you are in, and why they do not have regulation, in that case, you can proceed in setting up because you cannot be questioned for having any license since there is no regulation in your country.
You should be more concern about getting a good host for your site since many web hosting are not accepting gambling sites in their server.
^ This is more serious business, a good thing if OP hires a lawyer for that because they have much further knowledge when it comes to law implementation. Well, here are some places that gambling is legal, (Nigeria, Australia, Belgium, Canada, France, Germany, Gibraltar, Hungary, Ireland, Italy, Liechtenstein, Macau, Malta, New Zealand, Panama, Philippines, Poland Russia, Scandinavia, Singapore, Spain, and Switzerland). So if where is the nearer country you are then, you can choose those names of countries above. Just only a suggestion, choose the country that has a huge number of gamblers since your having business relating gambling.

Bermuda and Curacao seem to popular choice among cryptocurrency casino operators. These countries have a reputation for protecting the privacy and rights of the casinos owners and players. However, if you're planning on being a regulated platform, then Malta could be a good choice, since this country has more relaxed rules when it comes to obtaining a gambling license.

Some countries to definitely stay away from include the US, China and Canada. You'll face numerous hurdles in this country which can be very expensive to overcome.

i think being regulated can also make you more trusted or legit.   starting a business to other country is hard and its costy so i wont recomend it. . if you find gambling business hard  then skip it and find other business that is more apropriate on your place.

Crypto gambling is a growing industry and profitable too because there is a huge market and if you have the money and the team and the goal to do that why not, you can have a good slice of the market if you just do the right step.
Asking here is probably the best step, I hope people here have provided you all the information and option that you needed to start one.
And don't forget to launch a signature campaign here, it's a big help.

If we talk not about online casinos, but about real ones, then there is no better place than Las Vegas in the world. It is possible that not everyone will agree with this, but It is the world capital of the gambling business. For online it does not matter where you are. The only thing that matters is licensing.
Give me an enlightenment if you can, which place must be visited to get the license for someone who intend to create a gambling place? It will be very useful if you share it especially for those people who didn't know it.

Since the gambling site who came to an end with scam then tge license is the most important thing should be owned by the owner. And at least it will give a convince for those gambler and they will playing at the gambling place easily.

I am not sure about which country but maybe you need to read in this article:
Code:
https://www.quora.com/Is-it-possible-to-create-an-online-gambling-website
https://startups.co.uk/how-to-start-an-online-gambling-site/
I think you need to search the hosting website, which will allow you to run an online gambling website because not all hosting service will provide that.
And then you need to search for information about how much money you need to build an online gambling website.
Hire some programmer to help you to build the online gambling website.

Curacao is the best option many gambling sites are registered there because it's legal but also check if your country is also accepting licensing online gambling sites, so you don't have to travel to that country ask a legal experts on this matter to keep your business always on the safe side.
Also, pick the right host this is important, not all host welcome a gambling site, I think finding a group of gambling operatorss will be a big help.

I think in my country, gambling was prohibited, but we can gamble without the police know.
But I guess that in my country, there is a gambling place that operates and they have security to protect them from the law.
I already have seen some gambling website was sent on my mobile phone by someone who invites me to join with them, but I ignored them.
Yes, finding a group of gambling operators in my country will be necessary as we can talk to them and ask their advice if we want to build a new gambling website.
Picking the right hosting will be another solution to prevent from breaking an illegal business so we can run the website without any problem in the future.
But we need to maintain the website to be secure from the attackers.

You need to study the law in your country before you run a crypto gambling site, when its not regulated, that means you are not going to pay taxes on it but there are maybe some risk that you might regret later for make such decision.

Darkstar is correct, talk to your lawyer, gambling business is a lucrative business but you need to ensure that when you invested, you will be able to operate it longer to continue the profitability of the business and to ensure that you will not be facing legal consequences in the future.

Are you building a real casino or is it online? If it's a real casino you will go into many process to get your business registered in that country.
I found this link https://thesportsdaily.com/2019/01/31/countries-where-online-gambling-is-legal/ and Philippines is included on it. But recently our government said that online gambling is illegal though I don't know the full scope of it. I suggest before you go to a country and start your gambling business is that you plan it well and you won't be chased by the government for illegal charges.

I think it's nicer to start with your own country since you know more with regards to laws and regulations compare to other foreign country. Only if online gambling is legal in your country and/or cryptocurrency. I don't know about licensing and how it works for starting an online gambling that's why I suggest your own country. But if you have enough information or knowledge then you can also target other countries.

In order to make it smooth and easy mate, I think all the legal requirements must be considered before pursuing a gambling business upon planning it. I am not usually into that gambling business mindset, but once you dealt with a gambling associated business it's really hard when Government Authority is having serious regulation on it.

I know from reliable information that there is more gambling in the Balkans than Pharmacy, there are gamblers on every corner. The whole Balkans is also in love with gambling, though they pay a lot of wages at low salaries. Have you ever seen 4 casinos in one place, No! This can only be seen in the Balkans, "where there is no money for food but there is money for bet"

Almost everyone has already mentioned the idea of how you are going to operate and start a gambling business.

To get you detailed information on what you would need to do, here is a website that might come in handy for you [1]. It is discussed there multiple topics that might interest you and help you in achieving your goal, and I listed some that I have read that might catch your eye also.

  • Overview of how much a Gambling License cost in Curacao
  • It's a Data License
  • What the Curacao license covers
  • Where Curacao gambling licenses are valid
  • How to get a gambling license (How long does it take, License Costs, Hardware Costs, etc.)
  • What casino businesses can you operate under the Curacao License
  • Alternative Casino Gambling Licenses options

It is all listed on the website. I hope it would help you have an idea about what you are pursuing. Maybe when you have already started the business, up and running, you might want to advertise it here in the forum. That would be great.

Curacao is the best choice, if you have the money and you are going to set up a big gambling company online, you can go to Curacao, but the most important thing is you are compliant to a country where you are going to register your gambling site.
You can talk a lawyer, the worse thing that can happen to your gambling site is being sued for noncompliant so better get a service from an attorney where you want to register your gambling site.

As the above users already mentioned, he can acquire the Curacao license without setting up his physical office.
He said that he's interested to set-up an online gambling casino not a physical one.
They pretty much summed up what the OP needs to do, he just needs to prepare money for it and an appointment to a lawyer.
And of course, check the laws and regulations towards online gambling of his country.

Yes, thanks guys, at the moment I put Curacao at top of my list and I'm preparing my pre-list with some more countries and I will study about the good and bad stuff of the countries
I'm looking for more information before consult a lawyer of the country, because it's not free and not cheap to waste money

But as I said it's not a regular one, I just want to open a business, legally and with license, but online, to be present worldwide

No crypto based sportbook are actively operating in those areas to my best of knowledge although fiat based sportbooks are operating in their numbers.

The region you are suggesting is not yet ready for that as you have said with the absence of crypto sport book. It means establishing such based crypto gambling will take some time for patronage except he won't mind the time of wait. Africa continent from what I have heard are still in the fiat gambling system mostly.

So are you willing to go to gambling friendly country only to start your own gambling business ? I don't think that's a good idea because you might not know the foreign country rules and you have to adapt to that country and their rules and regulation and you might not be familiar with them. Few countries will not allow you to do business in their country as they only want the local person to establish the business.

If your country have no regulations for the crypto and gambling then I think it's pretty legal to start an online gambling business and you will not face any much issues because there is no law on it.

I love to suggest gambling hotspots such as Macau, Singapore, Australia etc. since you do not only consider the price of licensing but also the peers thay you might want to have along the way. Procuring a license on a foreign country while you, being the outsider, might be hard, but then again it is what comes after, or should I say the customers are the ones you should be after because after getting the license to operate, the hardest part in running a gambling house is having your regular set of people inside.

But if you're talking about crypto gambling, Malta is still a safe haven. You can service people from across the globe still, but then again it's being pressured by the EU now so there's that.

A crypto based online casino or sportsbook should be free from licensing and all those centralized powers. We already have a community and it can starts from here. I have seen several gambling sites without a real license but established now. As long as you are providing good service and abide by community commonsense then a crypto based gambling site should be fine.

Easier to spend money if you can prove where it comes from (a legal business), especially with how much money some casino owners are making yearly.

I'm recommending my country which is Philippines since gambling and crypto is legal here at the same time. We are also tolerating chinese people here to build their gambling empire here since they aren't capable of doing it in their own land. Nevertheless, you have to go here for the licensing and other paper works since the procedure can't be handled online or via mail.

First thing you need to find a country where gambling is legalized. Further you need to look for the licensing for the acceptance of cryptocurrency into gambling. To do this step by step surely it takes time. Understanding the same it is good to get support from gambling websites that were already established and has got good trust. They might not reveal the way everything is done, but it is our responsibility to take chance. If we get the data then your gambling website development can be carried forward.

The lack of unemployment and jobs in most countries in the continent has resulted to her youths searching for other means of income which gambling is usually a preferable choice since the quick money hype is always associated with gambling activities. Not many cryptocurrency related sportbooks can be found on the continent (that's if there's any actively functioning).

West Africa countries like Nigeria, Ghana etc are profitable market you can concentrate at. Also Kanye, Uganda are other countries which her gambling industry is recording high patronize you can also capitalize on their market audience. No crypto based sportbook are actively operating in those areas to my best of knowledge although fiat based sportbooks are operating in their numbers.

Thanks for contribution, I'll put these 3 countries on my list and I have to search deep to see legal aspects

@Oilacris - Thanks, it's an interesting article

@carter34 - Licencing is very important, I agree, and I want my web site totally good, legal and with licensing, to avoid any kind of problem

which country to choose to start a business in gambling depends on which type of gambling - games betting, online, casino..,etc i don't think there is a country with gamblers and considering the fact the a game like football unites the world, people also make their gambling online about it. a game like casino is not really common in my area, if only you will play it on your home game device. people bet/gamble more  with games like dice, playing cards, tennis. i suggest you start your business online,so as to cut across many nations without you moving around.

Licencing is very important especially when it is a country that does require that before commencement of such business and absence of that becomes a crime since a law is existing on that.
Also, gamblers are very vigilant on that if it has it registration where it is mandatory.

We are gamblers and we care on the reputation of the gambling site, but it will add to transparency and reputation of the gambling site if they have a license to operate, of course, you are investing your money, so it's just right that we know who will run after in case we win huge amount and we have problem, withdrawing it.

Agree with you. Community vetting is very important, and sometimes can even be more important than circular licenses as far as community trust is concerned. However, we go for licenses or business registration just to stay legal and to be able to offer our services within the confine of certain laws. That being said, a new bitcoin gambling site should be able to operate within the community without license, at least, for sometimes.

This is also my opinion, you don't have to go Curacao to register your license since this is an online venture, this should be listed in a country where you are operating it, if you are operating it in your apartment or house, then you should register your gambling site to your country.

You could be charged with misrepresentation if you register it to another where you are not operating in that location, but I would like to hear from other members, but business sense told me that where you operate it, you are subject to your location rules and guidelines
