I don't see why not as long as you can also provide proof of purchase and a police report.

But what if I only had the S/N number? If I registered the laptop via Toshiba, would they have a record of sorts of me?

Maybe because it's a trick question, with the author seeking an answer before providing why the question was asked in the first place.

If my laptop were stolen, and I registered the S/N, can Toshiba aid in the police investigation by providing info they have on file of me to the police if the laptop were recovered, and they wanted to make sure that I am the rightful owner?
