That's an ignore list by AGD, and I also saw a list by yahoo62278 some time before but don't remember the name of the thread, so can't find the link.
And yes, both of the above are true that not all accounts are spammers, few are real too so ignoring everyone is not a good thing because many users contribute with some real posts.

Here are all the people who are enrolled in a signature campaign.
However not all enrolled people only spam shit. There are real users too, although this in very low number compared to spam kings.
Anyway if you want to ignore every signature campaign user that list there in that topic is the best one so far.
