OP, before buying something online you must read reviews about shop. Don't try to buy from random stores without making research about it.
It's common thing when you buy from China that orders stuck at customs. Then you have to pay VAT and import duty taxes and then customs release your order. But seems that your problem is different, I don't know how to solve it. You need to communicate with your customs and provide everything what they ask you.

Well I guess it will be a dead end for OP because customs won't let this just slip away from them unless you'll know people in custom and you do the dirty tricks that of course they'll accept.
Though I'm not familiar with this mining things ( I guess ) OP should just look at his local market or ask for recommendations from his friends to avoid this circumstances. But then again the damage had been done so let's hope for the better.
