You need to change your computer ip address to static, ex:192.168.1.10.
Then connect the ethernet cable directly from your computer to miner. This is for configuration purpose only. You can then change the miner ipp address based on your own network suffix.

Can you post a screenshot of whats happening? I want to see if it's antivirus or something else stopping it.
That is a odd issue, have not heard off anyone with it before.

If your computer is not on the 192.168.1.x subnet, you'll have to change your IP. There's instructions all over the forum for how to check on that and change it if necessary. It could also be a network topology issue (not plugged into the same router, etc). You haven't provided enough information for us to do more than guess at an answer.
