This address is owned by no one, there is no node runner. This is Ethereum's genesis address and now more commonly used by teams and individuals to burn tokens. Burning tokens means anyone can send any ERC token to this address and there is no way of recovering those sent tokens. Therefore, they are, theoretically, eternally unrecoverable and "burned."
