If you have the wallet.aes.json file... you can use this link to import your wallet: https://login.blockchain.com/wallet/import-wallet

The 17 words mnemonic allows you to recover the password used to encrypt the wallet's json file not to recover the wallet. It's not a wallet seed. Hence, you can't import it into Electrum or any other wallet.
Since you have the private keys, you can import them into a new wallet or sweep them into an existing one (by sweeping them you will send the entire balance to your wallet and you will have to pay the transaction fee).

It's not a BIP39 seed, the number of words should be in multiples of three.

You can try importing priv_sipa as mentioned in that thread:
1. Install Electrum from https://electrum.org/#download.
2. Install the wallet and initialize it.
3. Import Bitcoin Addresses or Private keys
4. Paste the priv_sipa in.
p2pkh:5...
p2pkh:L
p2pkh:K

I'm not sure whether they're using uncompressed or not but you can just substitute the characters after the semicolon with your private key.

You can't import your seed into electrum. The seed you have is not compatible with it.
If you have the private keys, you can create a new wallet in electrum. Select "Import bitcoin addresses or private keys" and enter your private keys.

I have some issues with my blockchain dot com wallet (as can be read here https://bitcointalksearch.org/topic/cannot-decrypt-wallet-5303820) and the best advice I got was to open an Electrum wallet and import my old wallet into it.
I have the recovery phrase and the wallet.json file which has priv key and priv_sipa key.
My wallet is pretty old and uses 17 words recovery phrase, not 12 words. Can it be imported to Electrum? If so, where can I find a detailed step-by-step guide for the procedure?
