I don't think so, its only little more automatic way of what people do often manually little longer.So you can use it safely if its useful to you.
Be very careful, Linkedin may ban you if you do this and you will lose your account.

I think it is only help we click to many people then send them connect, but they don't accept me
At first I thought this post will be about building trust within Linkedin but instead I find a guide for a loophole in the system. What is the point of having fake connections aside from potentially using it at frauds or scam projects? I do not see any point of connecting to people automatically even if you yourself don't know them personally. Please do not teach them this kind of system again. A lot of people will abuse this and will potentially make their scams believable.

I just share how i increase connections in LinkedIN automatic, this will help to connect with other people automatic instead of manual not cheat/hack LinkedIn.
- The first one, you connect to LinkedIn https://www.linkedin.com and click My network Icon as below
