The unlimited idea seems too far in the direction of another extreme.

2MB block is not a big factor to get included into the bitcoin network. Most of the small scale miners gets affected due to this issue. When that issue gets resolved, the minimum transaction fee gets increases along with the 2MB blocks.

100 sat/B floor and 8M blocks is a reasonable compromise for both camps and it will make small transactions uneconomical - blockchain bloat will be limited.

I was thinking that could help reduce spam (by making it more expensive) why simultaneously relieving current network congestion.

by how much?
have you seen the spam attack transactions? if not i suggest you look it up and check the fee per byte they have included in their transactions. you will surely get the answer to your suggestion.

hint: it is pretty high (expensive)
