This happens a lot in China. They call it the "human flesh search engine". Very scary, because it works very well. Unfortunately it permanently damages people's lives.

The real answer here is escrow with multisig. What you are suggesting could cause very negative publicity for the bitcoin community. Interesting idea, but I wouldn't recommend it.
I think it could have the opposite effect. People assume scammers exist in any community/group and tend to think everyone else is trying to get over on them. This could provide a sense of comfort that there is a watchman to the wild west.

How much are you budgetting for the team of lawyers you'll need on staff ?
Nothing would be posted that isn't publicly available and nobody is going to raise their profile or bring the court's attention to their own illegal activity. In the event someone was stupid enough to do that I would be happy to see them in court and then counter-sue.

I had an idea for a site kind of like a facebook in function except it would be used to victims of fraud and scams to create profiles for the person who scammed/ripped them off. All information you have about that person could be put into the bio/profile and the end result would be getting searches for these people to the top of the google search rankings by combined traffic of the site being a center for this type of information. If this type of thing existed and you have been the victim of a fraud or scam would it be something you would use?

edit: In case it isn't explained clearly the point is to deter scams/fraud by adding a public shaming aspect that carries out into their real lives by making the #1 result for their name/screen name/email etc a list of their transgressions instead of just losing rep in this community.
