It would be interesting to try to write a bot that puts 'ascii art'-like transactions out on the network.

Can you define 'penny-flooder'? If this person is attempting to flood the network with tx's, what can be gained by it?

In the same way that the consensus is to reward miners with 50BTC (at the moment) per block, we could form a consensus that bitcoins used in such flooding attacks could be invalidated. Dangerous ground but the concept needs to be explored!
