Your bank is probably the best place to make a wire transfer from. All banks offer this service, but their fees are expensive. The fees can be more than the price of the coins for small trades that don't cost much. The good thing is you can prove who you sent the money to in case of problems.
It can take quite a long time to wire money if its halfway across the world. The big exchanges like Mt Gox make use of wire transfers but they don't deal in small amounts of money.
