There is nothing wrong with your PM. It's just a warning.
You are free to send PMs unless the recipient disables them for newbie accounts, in which case, you will get a different message.

After sending the PM to the bounty managers I noticed some warning, is it because newbies ain't allowed to send pm?

@Cantsay, you can tag both accounts in red. your evidence is strong enough, there are transactions from both accounts, as well as the use of both telegram accounts.

one more thing, you also have to tell the bounty manager, after that it's up to the manager to get rid of the two accounts or not.

Moderators/admin don't moderate scam. So, they will not investigate anymore. Maybe if the proof is solid which I haven’t looked yet, DT member will tag them accordingly. Also, if you think they are cheating, you can also neg tag them.

Requesting mod/ admin to do more investigation and take appropriate action.

According to Block  Scan you can see that some transactions were made by 0x97Cf0a52e4ED87C53013E4DF3d63e2a84a5f4f54 which is owned by Sakib0175 and 0x0ed1F6dF5C1d4eB0669AFF61e9A597Db69925742 which is owned by Mam009

my final observation
I also noticed a wallet address which might be their main wallet and several transactions were made from both Sakib0175 and Mam009 into the address. 0x5C2B1B50633C8bfa7FE3d936D4c8A4c770784a16
