Besides big telecom company will not seek a investor like this since mostly they will open some stocks or will do a negotiation to their closest friends and other big business men around them, the one who offer like this which seeks money from random investors are sure scam. And I believe he's just trying his luck to scam someone here and hit a 1 time jackpot if some lazy investor will try to put some money in his offers.
basing off in paper even though we are on digital age now but still this casual or traditional ways are much needed or preferred.
Lots have tried to scam out people here on this forum but most of them failed yet even using your own common sense, you can eventually tell it on spot.
That's why it's hard to believe in this stint since imagine how complex to get a contract before they can seal the deal and here he just promised his investors without any guarantee so we can really expect that there's no good on this offer and the only intention of posting these is attempt to scam people here.
Also OP is not responding here anymore so we can assume that this investment offer is scam.
