But if you do gambling and get into the situation that you have described it actualy depends on this site, how legal and honest it is and how it treats customers. One more method you could do is ask Google to take it down, they are doing it and find forums where the site has accounts and list your problems, in case the site wants to resume It may pay you out. But sadly there no legal procedure one can apply, as the site doesn't force you, you give your consent. I think you should edit the post and name the site and have it moved in gambling discussion so all out there can also be safe.
Online scams are happening from long time ago and there is no any authority specially designed to look at this types of scams.
