What do you do about spam? How many hashes (at that difficulty) per second can a desktop manage?

25 hashes per 1 MHz in average. Spam is welcome as long as it secures the tangle.

No, we'll start with the "round" number of 19683. At every snapshot it will be changed from 1/3x to 3x depending on user PoW votes.
