Generally no, because there are many factors to determine whether a project is bad or not. Depending on the project, i would few do things such as
1. Verifying legitimacy of their company.
2. Read their paper and GitHub.
3. Check other user experience with the project on various social media/website.

I am developing my project. My relationships always say that backers are important. But I have seen many backers that bring no value to the project. Fb posts only bring 50-100 likes. What I'm interested in is:
- If there are no good backers, should I choose any backers?
- I raised $300k from angel investors. The project's available capital is $100k. So what should I do?
- What if the project has no backer, but I have the capital. Will users rate it as a bad project?
