That project is probably dead. Just the typical exit scam. Their Twitter is full of feeds about news from other sites/their own blog post, just like the usual scam projects where they don't find any new info to be shared and there's no development.
Forget about that projects and move on.
So if that project are officially dead and exit scam. Who is the responsible about to this project? Obviously the bounty manager. Make a right accusation to add red trust the bounty manager who promoted this scam ICO in this forum. Forget about that projects and move on.
