I'm guessing it's not there for higher levelled accounts due to the fact that there might be a very huge number of posts (and thus resource intensive) to remove via an inbuilt command?
I'm guessing it's:
1. meant to not give all moderators the powers to remove any account (all Mods can nuke Newbies but only a few can ban anybody)
2. based on the assumption that spamming Newbies' posts won't be missed in a discussion, while removing all posts of an old member can leave "holes" in discussion threads.

I banned him. I'm not going to waste ten minutes removing the posts. Almost his entire post history is just reserved posts and it's clear he's making them for no real reason.
I always assumed the mods had a "nuke" button to remove all their posts in one go given how frequently it's said that accounts are nuked when they are returned to a "clean" status (all posts removed and the account back to 0 activity) instead of say manually removing each and every post they made.

The OP is allowed to reserve a few posts at the start of the thread. A random user can't reserve 30 posts in a thread.

I always see "reserved" in threads like marketplace and ANN.

I didn't know this was spam! I always thought they reserved the spot for some kind of translation or addendum
