Not your keys, not your coins!
Doing this surely will put your account under reports from users who send your advertising PMs to. Some of them (not all) will report your PMs, that are considered as rule-breaking (rule quoted in the previous post).

After that, reports on your advertising PMs will be handled by moderators or admins. You will likely be banned temporarily but there is no fixed temp ban period.

The temporary ban period depends on your case, on some root causes that moderators or admins will consider before banning your account:
- How many PMs you already sent
- How many reports PM-receivers report to moderators
- How seriously fast you send those PMs. The higher the number of PMs you send within a shorter period, the higher the chance your account will get a longer temp ban period.

Read this ban appeal, 30-days ban.

That user - BitcoinFX - is one of the very first users of the forum. So I guess you know what will happen with your account if you PM-spam.

I'm surprised nobody quoted the rules:

29. Sending unsolicited PMs, including but not limited to advertising and flood, is not allowed.

That's true the right thing to do is to be transparent, create a thread here, not a moderated one, then leave your telegram or twitter handle or any contact info for the interested party, I never reply personal messages coming from newbies or those I have no prior communication in discussions.

Life's but a walking shadow!
Why in god's name would you want to advertise or market whatever service it is to a specific user, isn't the goal of advertising to reach a wider audience, such as the entire forum.

If I myself receive such message, I'll immediately tag it an attempt to scam me, imagine you have the option to advertise for the whole forum to see, but you choose PM, it's a complete red flag, same as pm's sent to beg for merit, money etc.

So, as you see above, rules don't allow such messages. And I want to say that's not good from marketing perspective. People don't like to get such spam. Some of them will simply report your messages as unsolicited PM spam and you will get banned. And it's not best way to promote your message. I don't use services which spam my inbox and PM's without my permission because it's so annoying. I think that not only I have such views.
Better try to promote your business in proper way - start your ANN topic here on Bitcointalk, it doesn't cost anything. If you have money for marketing, you can advertise on crypto related websites or you can buy ad slot here on Bitcointalk.

I just ask if it legal or no
I believe it's against the rules, though I haven't actually looked at the rules in a long time.  What I do know is that if you send out advertising via PMs, members are going to report them and you'll get banned.  So whether it's allowed here or not, just don't do it.  Not only that, but people fucking hate getting spam PMs around here.  I know I certainly do, and it doesn't take much for me to report a PM if I think it's even the least bit spammy.

Oh, whoops!  I have the very bad habit of only reading the first few posts in a thread before posting, and you'd think after stuff like this I would learn.  Thanks for quoting the rule--and that's what I figured.  I did recall reading that unsolicited PMs was against the rules.  That actually doesn't make sense, since members generally don't solicit PMs themselves and 99.99% of the ones I've received I wasn't expecting.  Anyway.

Just like emails, most people do not appreciate unsolicited messages being sent to them. Email platforms sort this into the spam section and admins on the forum can also do that based on their discretion.

It's more ethical to begin with an introductory message, preferably specified to the particular user, rather than a bulk one and it shouldn't contain links. Request for permission to include more information in subsequent messages. Very few people would reach out, but you're sure those that do are interested, and you reduce the chances of getting reported and nuked.

Here's a tip: If you want to promote something, do it in a clean manner. Create a well constructed topic in the appropriate section, and be completely honest with the content of your thread. Prevent false promises and such. Because if you're going to message a lot of people to promote your site/service, a lot of people will think that it's just spam anyway, so it might actually hurt you in the end rather than you reaching your goal which is earning new users/visitors.

Is it legal to send messages to bitcointalk users for advertise and marketing?without my account suspended.
Is it has a limit number for messages i can send?
If you want to find people who wants to advertise your project go to Service and post what you are looking for and you will get more responses than sending PM to every random users, if you want to hire any specific user you can PM them and since you are a new user there will be restriction in the number of PM you can send, if you look at the service section you can find many people advertising their service, you can contact them rather than sending mass PM. Hope you got the answer what you are looking for.

Is it legal to send messages to bitcointalk users for advertise and marketing?without my account suspended.

It is legal, but not every user will welcome your message. Most of them will probably ignore it.
Consequences will depend on the admin. If many users will report regarding your message, then the admin will take action.

Is it has a limit number for messages i can send?
Yes it has, it is to limit newbies to send spam messages to other users.

It's generally considered spam. Some users may not mind receiving PMs about things, but if someone reports the messages you may receive a ban so be careful who you message.

Is it has a limit number for messages i can send?

Newbie has a limit of PM that he/she can send on daily basis but a lot of people have blocked Newbie Message them in the "Personal Message Options".
Your account will not get suspended on this basis but if you advertise anything illegal then people can report you and your account can be subject to tag.
Its better if you can advertise here on the forum publicly rather then PM to people. Those who are interested in your services, will contact you themselves.

I understand, but..
I just ask if it legal or no

Legal as in against forum rules?

It doesn't really matter. Everything is at the admins' discretion. If several users report you, and they most definitely will, then you'll be told to piss off and never return.

I think it is legal but you can't assure that it won't happen in your account because I don't think they'll allow it particularly these days that there are a lot of newcomers advertising scam projects or etc. They will think that you are just trying to deceive them with your sweet lies well unless you have provided evidences to make them believe that it was legit, i'm not sure about it but try to look for some information by reading the rules and regulation in this forum.

Don't even dream about it. You'll be nuked before you finish hitting the send button. Do you think anyone would welcome that shit? If I remember rightly you can disable receiving PMs from newbies so a lot of it will never arrive.
