Not depending on the supplier, OP refers to the purchase of BTC by ATM, the legal purchase of BTC will require certainly the identity of the buyer, ID card, passport or license drive, certainly must provide one of them. High costs are also understandable.
I know some people who bought from ATM's without any additional form of ID scanning, although that wasn't in spain so the operating laws might be different, again, i don't know if kyc is required for certain countries, but when i look at coinatmradar.com i also still see quite a few atm's which have ("NO VERIFICATIONS") in their bio (In my country of residence.), Though I guess if you use SEPA to make purchases your identity is also revealed/can be tracked.

I might be wrong though, and it very likely doesn't apply to OP's situation, so it's definitely smart to bring an ID if it's not explicitely mentioned on coinatmradar.

Honestly, I haven't had the chance to experience it on any Bitcoin ATM  Cheesy The city I live in used to have a Bitcoin ATM, but that was three years ago when Bitcoin was still legal here, LOL, now it is prohibited. I haven't even had the first experience.
I have a look at your example image, there's a great look. But I do not understand why an old ATM can still exist, it should be improved more  Roll Eyes

Not really, they do not all work in the same manner. Most models are for purchasing BTC (or some other select crypto), and often accept cash. There are some models that also allow you to sell BTC for cash. There are also some small models that are listed on CoinATMRadar that count as BTC ATMs, but that are similar to a dataphone, and require a shop teller to complete the whole buy/sell process.

In addition, their limits of buy/sell will differ, so will the commissions and KYC sublimits.

...the specific ATMs you are interested in are fully operational, and contrast with them if they accept in cash, regardless of what the info on the page may or may not state. 
I thought that all ATMs were functioning the same way, as for competitive demand, ATMs will have similar operating methods  Cheesy Am I wrong?

If you check the list provided by OmegaStarScream, youll see that they have the operator’s contact information. If you want to avoid having to go on a gymkhana from one location to another, try to contact them to assure beforehand that the specific ATMs you are interested in are fully operational, and contrast with them if they accept in cash, regardless of what the info on the page may or may not state. 

There are only a few in Madrid, so it should not take long to pre-check.

I think that depends on the supplier and the amount of BTC you want to buy. Some do ask for ID, where others don't (Although i think the norm nowadays is that most do ask for id one way or another.). Also note that you'll probably pay a high fee for either of these options (5-15%)

There are 8 ATMs in France and all have the options to buy but I guess @OP couldn't since the borders are closed. And even if he crosses the border he needs a special autorisation paper to go out in street. Or he will pay a fine because we're not allowed to be outside without permission. Even just to go to the supermarket.

It should be possible, even in France. You probably went to an ATM that only allow selling operations.
