Beside waiting for discount you can try to use VPN. Steam don't like it but it worked for me for the last time. The prices for steam games in russia are different from the same gemes in US. You can even try it with free VPN.
P.S. Also this thing sometimes work with airtickets and hotel booking.

some cosmetic items in dota2 cost well above $10k, if you sell these items on the market, you can't withdraw the money into your bankaccount or paypal or w/e. You can buy games on steam and "gift" them to someone for like 50-80% of its original value.

games like CSGO and other very popular games end up on summer sales, last year or two years ago you could buy it for 2.5 euro and normal price is 14 euro. You can bet that thousands of thousands of keysellers bought keys for 2.5 euro that they  can easily sell for 8 euro or more.

The reason they are able to sell the games for cheap is most likely because they either bought it for cheap on Steam when there was a sale and then reselling it for slightly higher when there is no sale, or the game has been bought with money acquired from stolen credit cards. Even though websites like G2A,Kinguin,Gameflip,etc claim that their sellers/products are genuine its been a general consensus of most people that a lot of their merchandise is bought with stolen credit cards.

It's somewhat sketchy when someone tries to sell you something that is really high priced and sold to you at a low price. I haven't bought anything that touches any of that because there might be something fishy that could get my steam account banned or something. I don't know, there are a lot of people reviewing their services so you could see that's it's okay but I still wouldn't try either.
Okay. Like I said, I'm new to steam so I was wondering how they sell the rights to a 10$ game for 6$. I guess I'll stay away from them for now. I'm not one for piracy, I just figured if I could legitimately get a game at a discounted price I'd buy it there; thanks for the response.

I'm very new to steam and don't know much about it, so I could be making no sense. Anyway, from what I've heard, it's possible to buy steam "keys" for games and redeem them on steam legitimately. If so, does anybody have any recommendations as to where I could buy cheap keys that can be used in the US? Also is this illegal or against the steam TOS?
