I dont know whether it is ok to post same thread on different forum if it is quite related to both of the forum.1 For example, if I found some organized scam related to ICO or MLM scheme which I also want to post in my local country thread.

As long as you use a reference which is clearly visible then I believe it should be ok for BitcoinTalk forum. Other forums may have their own set of rules. If you copy paste something from other forum or website without any reference they you might get caught on plagiarism ban.
These are the some options I will consider to keep myself safe in BitcoinTalk forum.

At the beginning of the topic I will write an introduction with the reference URL which will clearly explain that I already posted the same topic in somewhere else.
