Thanks for all the insight everyone. I ended up selling the btc locally for cash, then put the cash into the paypal. Im locking this thread now. Thanks again.

Do yourself a favor, and just stay the hell away from Paypal.
It isn't worth it.

Maybe he wants to buy something on ebay or needs to pay someone paypal. I love Bitcoin but I still use paypal when its easier.
But to use paypal for what? Most everything can use another payment method instead of paypal now a days.

i think its safe to sell BTC on here but as many people said, you should find the right person and recommended, better if use escrow too so you don't have to worried in anything. but for safest more, better you sell your BTC with your friends that you already know and you can trust your friends.

Sheee-ot, all them horror stories is true.  PayPal am one of the worst ways to buy bitcoin here, wat with chargebacks and whatnot.  I say DON'T DO IT.  Go sign yoself up on one of them reputable exchanges likes Yobit, Polo, or Kraken.  Depends on wat country yo in, of course. 

You can still find some honest people up here on this forum, but they few and far between.

Is there a list and ranking system

Find someone who has traded in btc for paypal before, by reading feedback in their trust.  Even if they haven't , check out their trust anyway.  It will show in red/orange letters if the user has changed their password recently. Avoid these users, because, more than likely it is a bought account.

Good luck, because, as people have mentioned, paypal is reversible for up to 180 days, and in some cases even more.  Also, because you are new, established traders will expect you to send first.  So, choose wisely.  And if you are still a little nervous, go with small amounts first.   Smiley

This is your best bet because I had to deal with this just last week when no btc was sent to me after I paid. It was a newbie account that did not have any trust here so the ownence was on me. But I knew I had a one up because these newbie accounts have fairly new paypal accounts that are not usually verified so their cases are dropped by paypal dispute department and go in favor of the aged paypal that are verified to begin in their investigations and finalize claim result.

Just find a trusted buyer, there are plenty and sell the btc to them. Like others said nothing is 100% but you can get 99% if you dyor (do your own research) and not rush into anything.

Paypal allows you to reverse transactions so its never 100% safe.  You can get it so its 99.9% safe though if you do the correct trade methods. Do your research.

you can make any online deal here but the main condition that you need to make deals with trusted person ( +-ve trust ) or the user of high rank .
Secondly if you are feeling some fear for p2p deal than you can hire a a person as an escrow from this forum .

Safe = If you've trade with right people suggest (Trusted as changer here)
Not Safe (?) = If you've trade with sucks people which doing some idiot tricks on dispute.
