i know of BIP39 but anyone can recommend an easy steps offline ?
Just download page via github or use "Save Page as" after that disconnect your internet and extract the file(if zipped) and just open .html file , ex : bitaddress.html
and now you can generate your private key offline.

It is safe as far as you generate your keys offline. What I will advise you to do is go download ubuntu or any other linux distribution. Later install that system on any USB stick with software such as rufus. Now reboot your PC and chose to boot from your USB disk. Go to the website right click save page as and now disconnect from the internet. Open file that you downloaded (the website) in offline mode securely now and you can print your wallet (you might need to download and make your printer work before going offline. With this website only runs on your PC RAM memory which means that when you shut down your computer when you are done everything is deleted and you will leave no trace.

As far as I know, this website is safe to create bitcoin wallet. I had made several offline wallets there and I hold more than 1 BTC. But I heard that it's recommend to generate wallet when your device is disconnected from internet.
You have made several offline wallets and none of them was robbed since, it's not an evidence that they're not known by the service provider. Maybe the original website is safe but you never know if the website has just been hijacked or not... So it's always better to just save a copy of the private key generating script and run it on an offline computer. Better safe than sorry...

It is not safe. You did not know if they save the generated private keys to their database. Do not ever use online services to create private keys.
