As others already said, there is no such thing as "bitcoin account". Web sites of some exchanges may be blocked, but right now I have no problems accessing Kraken and CEX.IO. Bitcoin clients work as usual (I personally use Electrum). It is a proposal (not yet a law) of regulation.

I'm not sure how some of you guys are saying that Russia being blocked wouldn't affect the price of Bitcoin. Russia has roughly 143,375,006 people living in its country. Those are a lot of potential users that could drive up the price. There is also the possibility of other countries following in their footsteps.

First, there's nothing called Bitcoin account maybe he means account on the exchange, anyway thanks for the link after checking the article there's no clue about Bitcoin being banned or blocked they the government just want to regulate Bitcoin as a stock/asset not as a currency, I'm surprised that their government start to propose it, in other countries especially in my country Bitcoin has been regulated as stock since 2014, however this proposal is currently being discussed between their central bank, stock exchange, and the government.

Not every man in Russian government wants to block or regulate cryptos. Its a subject being discussed. They are writing a law to regulate these markets. So no substantial news till 2018 from Russia. There are rumors of crypto ruble official currency

Can you link us the news to Russia blocking bitcoin "accounts"?

Bitcoin cannot be banned or block. To ban or block bitcoin you need to ban the whole internet. I can only see Russia restricting it's people from using bitcoin services like Coinbase or something similar, or maybe banning of exchanges through their ISPs.

there is nothing called "bitcoin account".
and the only news involving bitcoin and Russia was from a very unreliable source (a well-known clickbait news site) so it is probably not true. specially since Russian government has been so accepting lately towards bitcoin and their central bank has said they are thinking about regulating bitcoin like Japan.

and in case it were true, of course it wouldn't be without effects but the effects aren't going to be be much.

little to no affect on bitcoin. the market is not large enough to have an affect on the bitcoin price.
I can think of 2 reason why they want to forbid it. They fear the flight of capital, money would leave the country. And they don't want the ordinary people to profit from bitcoin.
