Learned that members here in BitcoinTalk get better ranks if they get some special points called 'Merit'. Is it an important meter? Can this affect the ability to participate in or even start projects?

No it isn't. The higher ranks allow you bigger signatures and using an avatar, but that's it. It also signals how much experience you have using the forum, that's about it.

Merits have very little effect on your ability to participate and contribute to this site.

They are most important if you want to make money by posting spam here. In that case, you are paid more if your rank is higher.

Yes it is really important in this site , because it is a way for new comers for them to rank up . And also for older members of this forum that is unable to rank up because of the merit system that the admin implented. Members in this forum must rank up when they have enough merits earned.

You can rank up to jr member and member, and so on.  The higher your rank the more projects you can participate in.

So, I aint going to see much action for the time being. LOL! Cheesy
