The address I want to send the BTC to, has that to be green color?

* If the address you want to send to is part of your wallet and it's a receiving address (you send to yourself) -> yes, green background
* If the address you want to send to is part of your wallet and it's a change address (you send to yourself) -> yellow background
* If the address you want to send to is NOT part of your wallet (you send to somebody else) -> transparent (white) background

Maybe this helps (the strange addresses are because they're testnet) :

I have downloaded Wallet from the official website and checked it with Kleopatra.
I have a clean pc with anti-virus.
I did do some send transactions and they worked well in the past.
Today, I was doing send transaction for a bigger amount, and I felt something strange before finishing the transaction and I cancelled it.
I was working in the "create transaction" window.
When I changed the fee to a higher amount, I could not do 101 sats. I had to lower it because electrum wallet didn't let me do it.
When I lowered the fee, in "output" field, the receiving address for the fee disappeared.
In "output" field, the receiving address for the receiver (myself) in output window stayed correct on the screen, but is not in green color.
In "inputs" field, my address where the bitcoins are stored, is in green color and in "inputs" field my change address appeared in yellow color.

Hasn't the receiving address to be green color?

Is this normal?

You seem to be extremely confused on how Electrum works, I advise you play with it on Testnet for a while.

1. There's no "receiving address for the fee". The fee goes to the miner when the transaction is confirmed.
2. The green and yellow addresses are part of your wallet, green is your receiving addresses, yellow are your change addresses - if your transaction has change (if you give a 10$ bill and have to pay only 7$, you'll get back 3$ change); if you want to send to somebody else, it will get no background color.
3. If the yellow address has disappeared then you probably tried to spend the entire amount you had there, so no change.
4. Did you tried to spend 101 sat/vbyte hence you did a miscalculation? Maybe that's also why it didn't allow you to spend at some point (fee+amount_to_spend > what_you_have)? Maybe you selected only certain address to spend from, hence restricting the amount you can actually spend?
