You need to specify the name of the wallet that doesn't support extra features of a proposal otherwise nobody can really answer your question. The reason could be from "not believing in a certain feature" to "incompetence" that is lack of familiarity with bitcoin and the protocol which is pretty common among closed source wallets these days.

Not sure if all desktop or mobile wallets support passphrase with BIP39, but I know Coinomi wallet does
I have used Coinomi before, I used passphrase when I first used Coinomi. But I stopped using the wallet when I found out on this forum how its source code was not revealled to the public again. From open source before, it became a close source wallet even till now. Close source wallets are not recommendable.

Most hardware wallets support BIP39 standard and they all have optional passphrase, not just three brands you mentioned.
I am pretty sure that Keystone, Coldcard, Passport, BitBox, KeepKey, CoolWallet, Ellipal and others have support for both BIP39 and passphrases.
Not sure if all desktop or mobile wallets support passphrase with BIP39, but I know Coinomi wallet does:

Some wallet should not be used. If you need passphrase along while generating keys and addresses on a wallet, then use a wallet that supports it. I recommend Electrum, but it is not a BIP39 wallet. You can import BIP39 seed phrase on Electrum but you can not import Electrum seed phrase on BIP39 wallets. You can download it from https://electrum.org and verify its signature.

You mean if passphrase comes with BIP39 why only few wallets support it? Would you mind telling us which wallets do support BIP39, but they don't have the passphrase option?
I remembered I have used some before, not one. I have just downloaded Atomic wallet now which I remember among them, not supporting passphrase, even I do not think blockchain.com wallet support passphrase.

@wytwyt01, even aside passphrase, most wallets are close source, most do not give the required features needed in a wallet, I have prefer Electrum among all.

The passphrase on Electrum is known as the extended word (extend word).
